SEL Number: 15SC-00-PPSS
Title: Systems, Personnel/Package Screening

Last Updated: 4/29/2025 3:37:16 PM

Previous SEL Number: 15SC-00-PPSS

Description: Hand-held or fixed systems such as walk-through magnetometers (metal detectors), conveyor-belt x-ray systems, or millimeter wave/terahertz imaging systems used to screen personnel and packages for hazardous materials/devices. X-ray systems may be single view two-dimensional, multi-view two-dimensional, or utilize computed tomography (CT) to produce full three-dimensional reconstructed images. Millimeter wave/terahertz based systems may be imaging or non-imaging. May or may not utilize automated target recognition algorithms to detect anomalies or threat materials. May combine technologies for improved coverage of threats, e.g. combined walk-through magnetometer / millimeter wave portal.

ImportantFeatures: Sizes, types, and portability will vary based on individual systems and items/personnel to be scanned. Penetration into/through packaging with millimeter wave/terahertz may be challenging and limited to thin items such as envelopes/document mailers.

Operating Considerations: Note that this item includes two different classes of systems, one for package/baggage scanning and one for personnel scanning. Package/baggage scanners cannot be used for personnel. X-ray based systems emit ionizing radiation, requiring shielding and leak testing where appropriate. Increasing detection sensitivity will lead to increased false alarms from benign objects. Staffing levels to support checkpoint operations need to be sufficient for the volume of personnel being screened and rate of alarm/sensitivity level.

Includes item 07ED-04-XRAY from previous versions of SEL. Personnel screening overlaps with 07ED-03-PORT.

NOTE: Applicable standards will vary based on underlying technology. A non-exhaustive list of representative standards is provided here. The end user should identify any/all standards appropriate to the technology in use.
