Title: System, Information Technology Contingency Operations

Description: Back-up computer hardware, operating systems, data storage, and application software necessary to provide a working environment for contingency operations. May be a purchased remote service or a dedicated alternate operating site.

This functionality may also be obtainable via subscription as a cloud-based service. However, special security considerations apply for data stored remotely. See 04AP-11-SAAS for further information.


ImportantFeatures: Remote location or offsite location (facility, rent, power, water), appropriate hardware, software and communications.
Cold, Warm, or Hot standby may be utilized, depending upon the systems being backed up. Cold standby would require startup and load from a predefined checkpoint or media backup, while Hot standby would provide instantaneous cutover with no loss in data or functionality.


Operating Considerations: Backup location should be sufficiently distant from primary to ensure that the same incident cannot impact both locations.
Backup site functionality, including transition from and back to primary site should be periodically tested, along with any applicable operating procedures.
Consider power, hardware, software, telecommunications and network connectivity requirements, and whether they will be impacted by a potential incident. For example, if multiple COOP sites rely on the same infrastructure, will sufficient resources (e.g., network bandwidth) be available if all sites go live simultaneously?
Consider resistance to EMP and hostile RF/magnetic interference.
