Description: Handheld and "ultraportable" communications and computing devices with connectivity. Includes a variety of platforms such as cellular phones, smart phones, netbooks, tablets, and pad devices. Cellular devices must be capable of Band 14 operation (FirstNet). Includes previous item 04HW-01-HHCD.

ImportantFeatures: Cellular devices should be Band 14 capable, Locator/Phase II compliant, and have Wireless Priority Service (WPS) enabled.
Text messaging is highly desirable, and smart devices may have multiple modes such as Short Message Service (SMS), applications such as Snapchat, or phone-specific applications such as iMessage for iPhones or MMS for Blackberry devices.
Smart phones are available with a variety of operating systems, including Google Android, Windows Phone, Linux, Apple iOS, etc.
Wireless interface can be 802.11x, Bluetooth, Cellular Data or other.
May be touch-screen, keyboard input, or a combination using detachable keyboard.
Applications may be on-board or client-server based.

Operating Considerations: Match mission requirements and required application(s) availability to OS capabilities and compatibilities.
Check coverage area if device is to be used for communication or Internet access.
Consider FirstNet as a possible provider.
Consider voice/data plan costs.
Consider maintenance plan, particularly if device will be subjected to heavy use.

Wireless Priority Service is available with GSM, CDMA, and LTE phones.
Consider battery life and replacement battery availability (or auxiliary battery operation).
Consider use outside in sunlight or other bright environments in regards to glare and screen visibility.
Consider ruggedization (accessories such as sleeves may offer this capability).
Consider decontamination requirements if intended for use in contaminated areas.
Check resolution of smart phone camera - may not be high enough for legal/evidentiary purposes.
Some devices can be tracked via brand-specific location software as well as by cell use if cellular-capable.
Some handheld devices now double as a DSAD item (see 06CC-02-DSAD).
Ensure that a process is in place for installing the latest patches. Every local host needs to be maintained at the latest patch levels for security purposes. Ideally, new updates should be tested in-house to ensure compatibility with applications prior to implementation. However, if this is not possible, automatic updates should be turned on, as the risk of a problem in the update is less than the risk of missing key security patches.
