Title: Ensemble, HazMat Emergency and Terrorism Incident Protective, NFPA 1994 Class 5

Description: NFPA 1994 Class 5 HazMat Emergency and CBRN Terrorism Incident Protective Ensemble, including garment, gloves, footwear, and CBRN SCBA (certified as compliant with the NFPA 1994 Class 5 requirements of NFPA 1990). NFPA 1994 Class 5 certifications specify these elements by make/model -- using any element other than those specified invalidates the certification. The elements of this item should be purchased and used as a complete ensemble.

ImportantFeatures: Ensembles certified as compliant with NFPA 1994 Class 5 requirements consist of full body one- or multi-piece garment, gloves, footwear and CBRN SCBA . Note that the certification applies to a specific set of elements identified by make/model (garment, gloves, boots, respirator) and the ensemble certification is void unless the specified elements are used (e.g., it is not permissible to substitute a respirator that has not been certified as part of the ensemble). Footwear certified to certain other standards (e.g., NFPA 1950, NFPA 1970) is acceptable if the footwear height is at least 8 inches when measured from the floor.

The requirements for Class 5 HazMat/ CBRN protective ensembles and ensemble elements are designed to protect emergency responders at hazardous materials emergencies and CBRN terrorism incidents involving flammable gases not toxic to the skin where the potential exists for chemical flash fires, further requiring the use of SCBA equipment.

Additional Design Requirements Specific to NFPA 1994 Class 5 Ensembles and Ensemble Elements include: Class 5 ensembles shall be non-encapsulating; Class 5 garments shall meet the design requirements for technical rescue protective ensemble garments in Section 6.1 of NFPA 1951 with the following exceptions:
(1) Garments shall be permitted to be either a set of coat and pants or coveralls.
(2) Upper torso garments and coveralls shall be permitted to have an attached hood in lieu of a collar.
(3) Garments shall be permitted to have an attached or detachable liner.
(4) Garments shall be permitted to meet the optional requirement for blood-borne pathogen protective technical rescue garment ensemble elements in 6.1.1.15 of NFPA 1951.
(5) If a garment has a detachable liner that is necessary to meet performance requirements for Class 5 garments, the product label shall include a warning on garment outer shell that indicates that the liner must be properly attached for compliance with the NFPA 1994 Class 5 requirements.
(6) Garments shall be permitted to have visibility markings.

Class 5 ensembles shall include the following additional elements:
(1) If a garment does not include an attached hood, the ensemble shall include a hood that is certified to one of the following:
- the NFPA 1971 hood interface component requirements of NFPA 1970
- the NFPA 1994 Class 3, Class 3R, Class 4, or Class 4R requirements of NFPA 1990, as well as the optional flash fire protection requirement of this standard.
Note: Since NFPA 1971 hoods provide protection during structural firefighting, these hoods are deemed suitable for protection against shorter duration flash fires.

(2) The ensemble shall include a helmet that is certified to one of the following:
- the NFPA 1951 requirements of NFPA 1950
- the NFPA 1977 or NFPA 1971 requirements of NFPA 1970.

(3) The ensemble shall include gloves that are certified to one of the following:
- the NFPA 1951 requirements of NFPA 1950
- the NFPA 1977 requirements of NFPA 1950 (work gloves only)
- the NFPA 1971 requirements of NFPA 1970
- the NFPA 1994 Class 3, Class 3R, Class 4, or Class 4R requirements of NFPA 1990, as well as the optional flash fire protection requirements of this standard.
Note: NFPA 1951, NFPA 1971, and NFPA 1977 define flame resistant thermal insulation requirements for gloves that are judged to provide equivalent or greater protection from flash fires as defined by the NFPA 1990 criteria.

(4) The ensemble shall include footwear that is certified to one of the following:
- the NFPA 1951 or NFPA 1977 requirements of NFPA 1950
- the NFPA 1971 requirements of NFPA 1970
- NFPA 1990, including the optional flash fire protection requirements.
Note: NFPA 1951, NFPA 1971, and NFPA 1977 define flame resistance and thermal insulation requirements for footwear that are judged to provide equivalent or greater protection from flash fires as defined by the NFPA 1990 criteria.


Operating Considerations: The requirements for Class 5 hazmat/ CBRN protective ensembles and ensemble elements are designed to protect emergency responders at hazardous materials emergencies and CBRN terrorism incidents involving flammable gases not toxic to the skin where the potential exists for chemical flash fires, further requiring the use of SCBA equipment.
For Class 5 ensembles, breathing air from the SCBA may limit wearing time. Use considerations are provided in OSHA Title 29 CFR Sections 1910.120 and 1910.132, and NFPA 1500, Standard on Fire Department Occupational Safety and Health Program.


Training Requirements: NFPA 470 Chapters 6, 8, 10 as applicable, OSHA 1910.120, OSHA 1910.132.
Initial Training: Moderate (1-2 days)
Sustainment Training: Minimal (<1 day)
