Description: Special-purpose aircraft and rotorcraft for CBRNE terrorism prevention, response, mitigation and/or remediation. Includes all classes of aircraft and rotorcraft, such as single and multiengine airplanes and helicopters, as well as gyroplanes and Light Sport Aircraft (LSA). Used for reconnaissance, command and control, or search operations. This item includes manned aircraft only. See item 03OE-07-SUAS for remotely piloted aircraft.

Operating Considerations: This item includes an extremely wide variety of fixed-wing and rotary-wing aircraft. A careful review of anticipated mission types, payload, range, loiter time, and other mission-critical parameters should be accomplished before purchase. A thorough review of maintenance life-cycle costs should also be accomplished. For any used aircraft purchase, a comprehensive review of logs and an independent pre-purchase inspection are essential.

Aircraft should be properly equipped if used in over-water operations, including emergency egress air supplies for rotary-wing crew members operating outside autorotation distance from shore.

Aircraft working over water should consider emergency egress air supplies for rotary aircraft. Multiengine configurations should be considered for aircraft working over water for extended periods beyond gliding range to shore.

Consider fuel burn rate and fuel positioning/storage requirements.


Training Requirements: Core Training (two user categories):

1) Pilot: An FAA airman certificate or equivalent training to operate safely as an airman operating a public aircraft, and an FAA medical certificate or equivalent level of certification of fitness for duty as defined by the operating agency. NFPA 470 Chapters 4 and 6 as applicable.

2) Technician: NFPA 470 Chapters 4, 6, and 8 as applicable, OSHA 1910.120, OSHA 1910.132, OSHA 1910.134.

Equipment Specific: Pilot: Extensive (> 2 days); Technician: Minimal (<1 day)
Equipment Specific Currency: Pilot: Extensive (> 2 days); Technician: Minimal (<1 day)
