Title: Man Overboard Safety/Marine Personnel Tracking System

Description: A system for tracking the location of personnel who have accidentally or purposefully entered the water as part of patrol, search, or response operations. The system consists of an individually identifiable beacon carried by the individual and a mobile receiver (generally vessel-mounted) that displays the relative position(s) of the individual(s). The beacon may be a separate device or integrated into a Personal Flotation Device (PFD), and may be activated manually or automatically via water-activated switch.

ImportantFeatures: The beacon will most commonly use Radio Frequency (RF), and may be combined with GPS technology for position reporting. This system should include a central control receiver that provides audible and visual alarms to notify monitoring crew that personnel have entered the water. Critical features include:
- Ability to uniquely identify, locate, and mark the entry coordinates of multiple individuals, including “home to” guidance and continuous location tracking.
- Battery backup for control unit.
- Displays should be adjustable for night operations.
- Beacon should utilize a user-replaceable battery that provides a minimum of 1 year operating life in armed state; be capable of at least 24 hours of continuous transmission if activated; and be FCC approved if using RF transmission.
- Beacon should be continuously armed, and allow either manual or automatic (via water sensor) activation.
- Visual indicator (such as a strobe light) to assist rescuers in locating the individual. This light should be powered by the main battery and not detract from the 24-hour broadcast capability.


Operating Considerations: Ensure that the operating temperature limits of the device are suited for potential mission environment.
Ensure that the beacon devices can be properly stored at a temperature that complies with manufacturer recommendations.
Regular system testing should be scheduled. The system should be capable of being tested without broadcasting alerts to other vessel traffic.
